I found this on English Russia.com. It pretty much speaks for itself. The car appears to be a AvtoVaz 2101 (Lada), but it may also be a Moskvitch.

That site is full of Russian oddness. I can sit there and look through it for hours when I am really bored and never cease to find something worth looking at. There is a car on there that is a tribute car to Joseph Stalin! It's a Soviet GAZ Volga on a Porsche Cayenne Turbo chassis with 700hp! Because, of course if I lived in Russia, I would want to spend my money celebrating one of history's greatest madmen. That would be like being in Germany and paying homage to Hitler.

I REALLY want to know how they got that Lada up on the balcony...WTF?
