Help! 84 Regal front bumber shock question!

I am trying to remove the front bumper assy from an 84 Regal parts car. I removed 3 bolts and nuts from the front face of both frame rails. Bumper doesnt budge at all.

My question.......Is there something else holding the shock on that I cant see?

found my answer.......there is a 4th bolt.!

That 4th bolt got into a fist fight with my torch and lost!!!!!!!

That fourth bolt is in a real PITA spot, one side you can get to it with a socket but the other side a ratcheting box wrench is about the only way to remove it without taking off the radiator support.
