Help! Throttle cable / passing gear cable troubles

My continuing project: 1980 Malibu. According to the records I have for this car it was originally outfitted with 267 V8 and turbo 350 with A/C and Cruise control. I bought the car with no motor or trans. As I continue to reassemble the car I have run into the occasional snag here and there. Here is yet another.

I just installed the bracketry that contains the throttle cable, transmission passing gear cable and the cruise control diaphragm. The brackets fit like a glove and it is clear to me that they are in their correct positions.

The problem: After installing the 2 aforementioned cables, they appear too short. That is to say that they don't reach their respective positions at the carburetor. The carburetor is a Rochester Quadrajet. Have any of you had such an experience? Please let me know. Thanks again. John Carroll.
 
I think I may have come up with a possible solution. The original 267 was a 2 bbl carb and the 305 was a 4 bbl. This may have been the difference. Anyone aware of this possibility?
 
What bracket are you using? the one off the 267 or the 305? i woulds suggest using all the donor parts if possible.Are you using a stock or aftermarket intake?
