Hot air turbo questions

Hello everyone I'm new here. I have had my share of 78-80 Monte Carlos. I just bought a really nice 80 Monte Carlo turbo. My question is how should the engine run? Power wise. When should it be making boost and how much? What RPM? Engine runs pretty good with a lack of power. Only making boost with the peddle punched at 70 Mile per hour. Only 4 psi. 1 or 2 psi when speeding up under load. I know that is not right, just don't know what to expect. Any ideas?
 
turbo is not spooling, exhaust leak perhaps. There is so much to look for that this is the most obvious of many things to check. If the turbine doesn't spin, the compressor cannot compress and make boost. Check vacuum lines also.

Does not seem to have any exaust leaks. Don't know if waist gate is OK in the turbo. Worked on it a little tonight. I need to replace air filter I think. Ran the car down the road with the air cleaner off, it made six pounds of boost at wide open throtle. One two pounds stalling it with the brake. Still too low but gaining.
 
Keep in mind these pre-86 hot air turbos differ from hte 86/87 SFI engines. And the 78-83 are different also . Just beware and be careful.
