Hydroboost ???

I got the monte fired up after winter hibernation. Over the winter I installed a new PS pump and hydroboost from an 83 El Camino. When the engine is running if I turn the wheel it will rotate like normal then stop. It kind of bounces when it stops then it keeps going like nothing is wrong. Brake pedal feels alright but I haven't driven it to test them. There isn't any noticeable noise when it occurs but it's consistent. I checked the fluid while it was running and it seems a little higher than it should be. I can't find any leaks anywhere and all fittings are tight. Any ideas on what would cause the steering to freeze for a second? Does it sound like it needs bled?
 
sounds like air to me. If you can get the front end off the ground start the car and slowly turn the wheel from lock to lock without hitting the bumpstops. Do it in 20-30 second intervals and shut it down for 5-10 mins in-between to let the bubbles come to the surface and bleed the system.
