inner headlight ?

on my 86 cutlass salon im trying to figure out what the inner headlights are for. they dont come on when i turn the headlights for the brightst on. can someone let me know what they are for. maybe they might be bad or wiring is bad?

the inner headlights should be your brights. They are on my 84 cutlass.

k when i turn on the brights the outer headlight gets brighter so i know that its a dual beem. ill just have to get a volt meter and see if the wiring to those inner lamps are gettin power.
