Instrument lights 84 Regal Limited

I am working on an 84 regal limited and can't seem to figure out the instrument lights. The only light on the dash that works is the battery voltage light. I used a circuit tester on the fuse for the instrument lights and the fuse is good and the circuit is getting power when the key is on. Anyone have an overview of how the dash lights are controlled and what the likely causes are? Its hard to do the speed limit at night when I can't see the instruments.
 
Either you have bad bulbs or your circuit board on the back of your instrument cluster is bad. You need to check for power on the circuit board at each bulb spot you will probably find no power or a break in the circuit board.
 
I guess there is a big difference between 1983 and 1984, cause my 83 regal does not have a dimmer like that. Not to highjack your thread. He says one of the lights works but not the rest, do not think the dimmer can cause that.
 
Well if it is to function as a dimmer, the power pretty much has to go through it.
