NY registration extension?

According to the NYS DMV all registrations that expired since March 1, 2020 have been extended. Also licenses, permits, etc. My daughter just renewed her registration online and they first sent her a temporary sticker that expired before the actual registration! They also charged her more for not switching to the new plates. Then she needs to turn in some other plates but no offices are open. They want them put in a "drop box" at the DMV. How do you get the receipt? Then I heard everyone in NJ is using cardboard plates! Really?!?
 
I haven't had any issues. They do NOT charge to keep your old plates, they charge for new plates though! Local DMV office should have a drop box...
 
They did charge to keep the old plates. BUT- they were the old white ones before the yellow ones. I think they want those out of the system because they are hard for the EZ-PASS scanners to read. It was such a screwed up situation she was afraid of not getting the new plates in time. As it was the new regi came only days before the old one ran out. But as I read the info on the DMV site it says all regis and inspections since March 1 are extended. Four months?!? I would not want to have to challenge a ticket just because some ticket giver wanted to make a big quota.
