Parking Brake cable problem

Today was the first day since late september i got to "drive" my cutlass. I didnt take it too far since i dont have a hood on it, but as i left my garage and started driving up the hill it seemed like the car had almost no power,mid rpms, feels like it was either in second gear or maybe the parking brake cable was engaged slightly to cause it to rub. I got up to about 10 mph and let it coast up the hill and it almost immedietely stopped like the brakes were slightly on. The parking brake cable release cable snapped about 9 months ago so i never used the parking brake again, but could i have maybe bumped it slightly to cause it to rub?
 
Crawl under the driver's side and grab the cable. If it's real tight it may be stuck "on". It should be kinda loose in the "off" position. Even if it's loose the rear cables may still be stuck. The pass side one that goes up over the rear end is famous for getting rusty and kinked. Often it will engage and not retract.
 
Stick your head up under the dash and you will be able to clearly see the mechanism.
A quick bump with a screwdriver of even your finger will do the trick (my release cable is broken too... :lol: ).
