why would the line be full of fuel with the car sitting? i could understand it if i had a full tank and warm weather but neither applies here. is there anything connecting the port to the fuel bowl?

I too had this problem and never really figured it out 
when I shut the car off gas would spill out from it on the ground. Thats when I took it off and blocked the related hoses.
