Does the block have to be bored .030 over in order to use a 383 stroker crank?
 
No the answer is no.

The block does not have to be bored over to use a 3.75" crank. It will be a 377 with the factory piston bore.

Its all about how much you want to squeeze out of the motor. .030 over is safe in any small block casting.

I just want to use my standard bore pistons as I don't want to buy a new set

No stock 350 is 3.48 in stroke.
 
patmckinneyracing, in order to use your stock bore 350 pistons you would have to use 400 rods. 400 rods have a length of 5.565", where as 350's and all other small blocks come with 5.7" rod length from the factory. The reason you would have to use 5.565" rods with a 3.75" stroke crank with factory 350 pistons is because the compression height of the pistons is different. if you try to use 350 pistons with 350 rods, your pistons will set way out of the hole. Check out Keith Black's Claimer series pistons, the right 383 pistons can be had fairly cheap (I think their part number is 9906HC). I believe Speed Pro has cheap sets also (Part number H860CP, I believe). To use 350 rods you'll need pistons with a 1.425" to 1.433 compression height, 400 rods will need pistons with a 1.56" to 1.565 compression height. Hope this helps you.
