regal header panel, did gm screw this thing up or what???

for some odd reason every single header panel for a 84-87 regal i have come across, keep in mind i have owned or parted at least a dozen regals, has had a issue with the drivers side head light bezel bolt on the lower side not lining up with the hole that it was intended to screw into and instead has a hole drilled and tapped by the screw to hold it in. my buddy and i were thinking we had some goofy header panels but i think they are all this way?? i mean we had 4 of them sitting in front of us and they all had this, did gm screw these up from day 1? or maybe the bezel is wrong? anyone know what i am talking about or know why??
 
It was made by GM, so I think they screwed it up. They were not the most careful car maker in the world back then (or now), and were less than precise in a lot of areas on our cars. The one that comes to mind for me is the front bumper cover on my Cutlass. Every single one I have ever seen droops down on one corner, but not the other. This tells me the mold was poorly built and they were too lazy or cheap to build one that was shaped right to replace it.
 
Screwed Up

As much as I love my Turbo Regal, the quality problems in GM's line go way back to the mid-70's. Many cars fit and finish got poor and they just let stuff go to the show room like that. Cars went out for sale with known problems and shoddy workmanship and it continued through till recently. The General wouldn't be where it is if it made better choices on product lines, quality and rediculous labor contracts that made cars too costly to build. I'm a dyed in the wool GM guy but after my Supercharged 98 Riviera is used up, I may have to look elsewhere for a car cause there's nothing out there by GM that's a gotta have in my price range! Now they want to be bailed out on our dime! Shame on them!!!!!!!!! If Ford plays this right and takes no bail out money, they could be the winner in all this! If I was a kid looking for a car the Mustang for my money would be the way to go!
 
If you disassemble enough cars, you'll start catching a lot of things like that. Not just GM either.
 
What about the TSB for adding a spacer to the front end springs to keep one side from sagging? Huh, I thought it was so they would drive right, not to have the header panel straight.....! LOL!
