Seat adjustment lever...?

1987 Monte Carlo LS, 60/40 front bench. Both seats lean too far back and I am wondering if this is supposed to be some sort of adjustment? Doesn't seem to do anything.

That is the seatback release lever for when there is too much force pressure/gravity pull or if the front of the car is facing nose down a steep enough angle. There is no back adjustment on full or 55/45 seats.
