Spot weld inside Crankshaft damper pulley

I'm rebuilding a 4.3 V6 262ci engine for my 1992 chevy 1500 and I found a spot weld inside the crankshaft damper pulley and I can't remember if my original engine had this when I've had it apart before ? Is this normal and do I just break the weld out to remove the pulley ? I need to get to the timing chain and I can't seem to remove the pulley with this weld there.

You sure that wasn't just a glob of rtv. A lot of people use that to keep oil from seeping around the keyway.
 
That spot weld should not be there. I willing to bet there was a problem with the key way. Either broke key way groove or missing key and someone tack welded to keep it from moving.
