Tach jumping

So I installed a brand new Tach from DixieMontecarlo(the oem style one they manufacture) and it wasn't working right. Jumping around and wouldn't read higher the 3k rpm. I forgot to add a filter so I ordered one on ebay, oem style, nice shape, same results. Im thinking obviously it could just be a bad tach. Less likely I would think is a bad filter. Anybody have experience about the Dixie Monte Carlo tachs? Does the filter have to be grounded?(I wouldn't think so the tach is grounded). Any other thoughts?
