You would need a frame notch, to roll the inside fenderwell lip, and an airbag.
 
with 3.5bs you shouldnt need a frame notch but you will definately have to trim or roll the lip. 13.5 et streets are only about 10 wide.

EDIT: nevermind, i was thinking 11.5 et streets. you will need a frame notch, lip rolled and more backspacing. more like 4.5 probably
 
If you want them anywhere near under the fender and not hanging out like some 70's hotrod reject, 15x10 wheel w/ 5.5" backspacing, stock width rear end, full frame notch and bracing, and big time rolled fender lip. The 28x13.50 will mount on a 8" wide wheel, but I would not recommend it. The tread width on that tire is around 11", and the section width 13" or so. that's waaaay to big to be safely mounted on a 8" wide wheel. IMO , if you have enough power to warrant the use of that tire, Do it right and modify the car properly and use the correct size wheel to make it safe. Like I said before, It will fit on a 8" wheel , but it will not be safe.
