I've got a set of 15x8 pro stars with a 4.5 in back spacing I was curious as to what's the biggest tire I could fit on the car with those wheels

My 15 x 9s have got 295/50s
But I had to trim part of my inner quarters and put a 2 inch lift in the back

I would say without modifications such as raising your car or trimming wheelwells or frame notching on a 15 x 8 rim would probably be a 275/60 for a tall tire and a 255/60 for a shorter tire.
You can't go much more taller or wider than either of these without mods.

I ran 275/60 on a 15 x 8 rally rim with 4" of backspace with no issues on my Monte, but I will assume the OP owns a Cutlass based on his name which probably has less clearance because of the wheelwell shape being more squared but with the extra 1/2" of backspace compared to my 4" of backspace might give enough clearance since it will bring it closer to the frame and not the wheelwell.
The best way to max out the tire size on a Gbody is to do mock ups and accurate measurements at ride height and full suspension travel to see what kind of room you have otherwise it is just trial and error based off general guidelines on what should fit but with so many variables like condition of suspension, body mounts, previous accidents, modifications done by prior owners etc. there is no one size fits all answer.

to run a 275/60/15 you will need to trim the lips on the rear quarters. I am running a 275/60 on a 15 x 8 rally wheel.
I ran 275/60s on a 15x8 Vette rally wheel with no issues at all. The only rubbing occured with 4 extra passengers and stock rear springs and shocks and it was only on bumps.

The problem I'm having is getting slicks to fit I ran a set of 26x9 Hoosiers before but it had traction issues with such a small tire and anytime I would step into it it would rub the frame I actually blew a slick out because of this problem I actually thought about running a a bigger slick on a set of rims with a smaller back spacing but I'm not sure if it would still rub or not

I had Hoosier Quick Time Pros 28" x 11.5" on a 15' x 8" Corvette rally wheel with 4" of backspace.
I had no rubbing issues with the frame and this was before I notched it, the section width of the tire stuck out a little but none of the tread.
