V6 rocker arm help?

Recently I replaced the valve seals on my regal vin A 3.8 2 bbl as it was burning oil, 95000 miles, I doubt it's piston rings. Anyways I put the engine back together, and forgot to torque the rocker arms. I used a regular ratchet. I started the car up and it ran like s***. The sixth cylinder was backfiring up the carb everytime it was supposed to fire, although they were very tiny backfires, and you would mistake them for a tick when inside the car. A very trusted mechanic and friends theory is that I overtightened the rocker arms, and that sixth cylinder intake valve was being held open a tiny bit by the too-tight rocker arm. So his logic made sense to me and another trusted mechanic/friend, so I took of the valve covers to retighten the rocker arms with a torque wrench. I torqued them to 30 ft pounds as specified by Haynes manual, but that seemed way tighter than I had it before. Is 30 ft/lbs the correct torque spec? What might be going on here? Is my friends theory correct? I need some help on this.
 
i seriously doubt that's the cause of the problem. check all pushrods to make sure they are in the pockets of the rocker arms and lifters. if the pushrods arent seated properly THAT can cause a problem.

That was another possibility we thought of.
