vacuum modulator and mystery line

I identified the vacuum modulator that is missing its hose. I also confirmed that I have a th250 transmission. I cannot figure where this empty line goes, however. Any help would be appreciative.

That line looks to me to be the steel vacuum tube from the modulator to the intake. Short sleeves of vacuum tubing connect it to the modulator and to a fitting in the intake manifold on the upper end.
