You can use wax and grease remover. It's not cheap but it definately gets the job done and you can pick it up at NAPA or a local paint shop. Lacquer thinner would definately take it off but I don't know what effect it would have on the vinyl itself, so I wouldn't advise that route unless someone else chimes in who has done it before.
 
Wax and grease remover will not remove old paint.

Since it's already cracking, just use a blow gun and blow as much of it off as you can. That will be the least harmful.

Wax and grease remover will work if its a crappy spray paint. Since its crack and already peeling up, I would guess it wasn't prepped and the previous owner just used spray paint.

The blow gun will work too and is the safest way to go in order to preserve the material.
 
yeah i was going to take it to the car wash and try to spray it with the pressure washer and see it if it will remove most of that flaking paint off
