What can I do if my distributor won't tighten?

I just adjusted my timing, but I can't tighten the distributor so it won't move. I've tightened the bolt as far as it will go, but I can still twist the cap with my hand. How can I fix this? Add a washer or a grommet or something?
 
Is the locking plate that goes underneath the bolt resting on the raised shoulder at the base of the distributor? They have a slotted hole, so if it wasn't pushed up against the distributor housing it won't clamp it down with enough force.
 
is the whole distributer turning, or just the cap?
 
if it was tight before, id say it slipped off like bordercutlass said. if not, maybe someone put too long a bolt in it at one time and its bottoming out. what engine?
