It is the blower hi-speed relay.

That relay sits there and does nothing while your blower fan switch is in anything other than HI. All the blower speed power is going through the resistors at each speed selection for the fan. Those resistors are on top next to the blower motor. That wad of wires there with all those plugs sticking out of it. Take the two bolts off and you'll see the resistor coils in the blower's path. The air flow is what keeps the resistors from cooking.

Edit: The power goes through the resistors and through the hi-speed relay when you're in anything other than HI. It's just in a de-energized state allowing the number of resistors to be selected by the fan speed switch on the dash. It defaults to the blower running off the resistor bank. I'm meaning to say that the relay is useful for all speeds. It's just not energized until you go to HI.

Magically, when you flip it to HI fan speed, the solenoid gets energized, and switches power from the resistors directly to a fusible link protected hot circuit so the blower motor gets FULL 12V CIRCUIT POWER.

Thus, you have your high speed blower at literally a flip of the switch.
