What is this engine plug for? 1986 Cutlass V8 305 Vin Y

I have 1986 Cutlass Supreme and the Engine Light code comes on about a minute or two after I strat the car. It's a Code 13. (O2 sensor or something with the throttle position indicator)

I looked under the hood and found this wire just hanging around I(Attached image). It's located at the front of the carb with 2 light blue wires. It's part of the wire harness.
I can't seem to find what in the world it is for and where does it goes. Looked all over the carb (Rochester ... i think)
Is this some kind of diagnostic plug/port?

Any clues?

That is the connector you hook the dwell meter to when setting up the carb.
