I don't know if it was mentioned, but I think the hole you're looking for by the brake booster, wasn't drilled on all cars. I know they used it for the cruise control harness and also for the clutch rod linkage on some cars. My 81 monte had the cruise wiring through it and my 78 caballero...

I found a bellhousing for those that are looking for a one for a 11" clutch. Its a remake of the original style and its the cheapest one I have found. Its in low stock, so it says, but take a look.
