    First thing I'd check is that your fuel pump is actually getting the fuel to the carb. If yes, then it's a problem with the carb (possibly sticking float, or plugged lines. I'm by no means a carburetor expert, but it's the troubleshooting I'd do.

    If it were only 1/2 inch, I'd say it's possible, but not 2 inches. Try clamping one end of the old one down and pulling on it, if it moves 2 inches you've got your answer.
