Wondering if anyone knows what this connector is for

Is that a CLUTCH pedal I see?!? WOWSERS! That column can be from an early car that had the wiper control on the dash. Also, the 1983 system should be negative ground. That means the wiper switch is the ground for all the functions. The wiper motor itself is 'hot'. The black ground wire is critical. Just know that parts are HARD to find for this system.
Ya it's a clutch pedal it's original but car has been swapped to a 350 with a 700r4 and the interior is stripped I'm trying to get it put back together for a decent weekend rig
 
As '83 didn't have a manual transmission option ('78-'81 only US & Canada, not sure for Mexico) & I'd guess sometime in its past it was converted. There is a possiblilty it was a full swap to including the column. If your column has the key release lever by the ignition lock it won't have a wiper switch intergraded with the turn signal/hi-low lever. With out pictures of it to show the column this could be why you can't find the male connector for the wiper switch.

It has the key lock so does that mean it should have a dash mounted switch then I can try snap some pics but I have it pulled apart to titen up the 4 bolts that come loose

I forgot to add only '78-'81 had the dash switch as all '82 & later had the column switch for wipers. It wouldn't be hard to convert to a dash switch as the headlight switch mountig bracket will still have the spot to mount the wiper switch. Shouldn't be too much of a search for a cluster face plate with the wiper switch hole if you don't want to cut yours up. Will need to spice in a jumper harness to give the extra lenth to reach & use the correct connector.

Could you also swap it the other way around I kinda like the wiper on the column but just trying to get it all together to drive it and test some drive train stuff to see what else I need trying to get her back on the road on a budget to save up and hopefully do it all over some day

I'm not 100% but I want to say yes on converting a '81 & older column to a '82 & newer (your case, '82-'83) wiper switch. Just have to get a GM service manual & be brave enough to open up the upper end of the column. I would like to do this to my stick shift column & convert to a newer ('84 & up) delay wiper.

Ya that's what I was thinking and already got the hole upper apart lol trying to figure out why the column was loose and what went where lol
 
I have put the wiper and dimmer switch in 69-72 columns, it's just a matter of sourcing the later parts it all bolts together.
Ya thought so just trying to figure it all out but I didn't no there was any difference between the stick shift stuff and the auto but seems like stick shift info's harder to find
