a stock harmonic balancer has 3 parts : 1outer ring the, 2 rubber material between the inner hub and outer ring (dampening material) , 3 inner hub. the rubber can deteriorate over time causing the outer ring to slip thus moving the timing mark

if its a old stock balancer it could have slipped over the years, i would check against a stock replacement or just buy one with the marks on it already

i would go with 2.5" duals with a x or h pipe its not going to kill the 3-5 performance (mainly because 305 and performance dont really mix) but if you ever decide to upgrade engines you will be able to support well over 400 with that setup.
