ogimrsdirect.com is going to be the cheapest for brand new knockoff wire wheels.

You should be able to find used ones for cheap since 99.9% of lowriders roll on 13 and 14" wheels. For used ones, just make sure the teeth on the adapters are intact as well as the threads, also the teeth on the wheel and the knockoff threads. Run your hand over the spokes and listen for any "clicking". If any have loose spokes, i wouldn't bother with them. Surface rust can be taken care of with naval jelly or diluted wire wheel acid. Use Eagle one wire wheel cleaner for normal cleaning.

As far as seals and leaking air goes, that's going to be an issue more than likely caused by the guy installing the tires on the wheels and nicking the seal with the bar used to help seat the tire. Easy fix though, just have to tear the seal off and use about 1 1/4 tuve of 100% silicone to reseal, then give it 2 days or so to dry. Let me know if you have any questions, i've owned dozens of sets of knockoffs and consider myself addicted to wire wheels, lol.
 
A couple more things, make SURE you install the LEFT side adapters and knockoffs on the LEFT side. White adapter = left side. Red adapter = Right side. If using 2 or 3 bar knockoffs, either use the specialized tool to install them or a LEAD HAMMER ONLY. A dead blow hammer can bounce back and cause injury and will not get them tight enough. Also, use anti-seize on the threads of the adpaters.

i bought 5 -14" X 7" reverse with tires, 4 adapters, diamond spinners and tool for 900 from competition sales in houston. they are chinas but they shine bright and look good. im not with the swangaz look. but do your own thing and do what you like.

Only brands made and assembled here in the states are Dayton, Wire Wheel King, and Zenith. Anything else is made in China (called Chinas). Chinas tend to leak air, spokes become loose/break, and rust pretty quick. Thanks why I only roll on Daytons.

Update I sprang for some 13in low rider knock off 100 spokes from OG wires they were decent for in town riding but I had no confidence on them on the highway, my thoughts came true on the way to Tulsa OK on hwy 75 my front driver side tire blew for no reason.

Odd thing is just the whole middle part on the tread blew the sides were still intact, had to limp in get a new 13 tire limp back to Dallas doing 45mph

Sold them b*tches as soon as I got home now just riding on stock grandma wire hubcaps.
 
Damn DD, well at least you and your ride are ok...
