will a 81 regal fiberglass front bumper fit a 79 regal?

You'll probably have to cut it and the body lines don't match up since ours was a regular metal bumper not integrated with the body panels. here is a proper fit part. I got my hood there and it's quality stuff. Either this or look for a malibu one, they are most similar.
