i have a 83 monte carlo and im making my own wiring harness putting new aftermarket gauges in so i was wondering if the vss is needed
 
VSS as in vehicle speed sensor? Why would that be needed?
 
An 83 monte carlo never had a VSS. If you get an electronic speedometer then you might need to get the converter for it since the car originally came with a cable driven speedometer. I would go with the analog(cable) style because they are cheaper and not difficult to set up since the car came with one originally.
 
If your new speedometer is electronic you will need some type of speed sensor, cable type you don't need one.
 
there was a vss behind the dash the guy i bought it from was a backwoods mechanic thanks for the help
 
The VSS comes off the stock Speedo, and gives signals to the ECM and the Cruise Control. If you are not using either one, then you can eliminate the VSS. If you are using either, then you may need to add one off the trans, assuming your new speedo does not have this feature built in.
