looks like a little nicer nose on the 87, grill and bezels. can i just get the grill and bezels for my 83, or do i need the whole nose?

I'm not aware of any difference in the bezels, but I've never looked that close. The grill would be a direct swap though - plenty of GN guys like to swap the more plain 87 gril out for the 86 grill (and vice versa).
I stand corrected - sorry for the bad info... just looked up a couple pics and even the grill area looks smaller on the newer models. Subtle difference, but different indeed!

STLRegal is right you have to change the Whole header panel, the hood and fenders line up just fine.
I did that to my 82 Regal ( didnt like the front end). Mine has a 87 Header panel with grille off a Turbo T-type. The only major change is too splice in the outer corner turn signal bulb sockets from a 84- 87,they are a 90 degree turn vs straight or vice versa.
The bumper fillers will also have to be from a 84-87, other than that straight bolt on.
(note **** on mine I also swapped out the tailights to a 84-87, easy there too just Remove pop out he sockets and Replace .)
Check out the front remember its a 82

By the way ,Im not much of a low rider type guy, But Damn Man you hit it on the head with your Regal , sweeeet, bad, and awesome,That COWL hood design has always been in the back of my mind,looks good in real life now. hey tell you buddy Fleck his rocks too.
