Car was running like a champ in cold weather. It suddenly got warmer (60's) & cars idle deteriorated on commute.
This am was in the 30's ran great at today lunch back in the 60's was surging and rough idle.
Checked choke & wide open.

Played around and found some wonky vacuum lines and changed what I could, drove better, but not how it usually runs which is very nice. But then again I have only driven it in cold weather.

The air pump belt was disconnected when i purchased.

Taking the air cleaner off I noticed this green connector to no where in front of carb

also many vacuum line going into this thing along with PVC hose what is it & can it be bypassed?

Thanks I have zero experience with teh computer controlled V8s

Also it seemed to be some black smoke from exhaust when at stop light, nothing huge but I noticed
 
the green connector you mention is for checking your dwell of your mixture control solenoid located inside the carb. iirc, it should be at 30-35 degrees on a dwell meter. i hope other will join in with more info, i haven't worked on one since i left the chevy dealer in '88. the valve you have a pic of is for emissions and was not attached or bolted to anything, but i don't remember all of its functions. i thought it worked with the charcoal canister.
its possible it is running rich, you mentioned black smoke. a rich running carb will run better in cold weather than warm weather do to the air being denser. do you know if the carb has ever been overhauled, rebuilt?
are you in a part of the country that is normally cold but are experiencing an unseasonably warm day, causing your winter blend fuel to percolate or vapor lock? i have seen this, but is very rare.

Thanks for the reply, I am in Atlanta & have been driving it since December, and its been chilly. Its a 60k mile car and the carb looks like s its been untouched. I swapped out a dirty air filter , sprayed some carb cleaner to see what I had . The 3 vacuum lines that were visibly cracked went to a port in the back of the manifold. If I bring idle up with a tap of the gas it smooths out, full throttle feels great
