84 Grand prix Ignition switch

I' tracked down the problem I was having with the engine turning off while driving to the ignition switch. There's a little black pin that looks like a small golf tee on the body of the new ignition switch. Am I supposed to remove that before or after I have inserted the actuator rod? Or is there another purpose for that pin?
 
Pretty sure that pin holds the switch in the lock position. make sure the key is in lock position, install the rod, tighten the mounting screws for the switch, then remove the plastic pin.
