86' Buick Regal sluggish despite more than enough power

This is my first post on this forum. I just bought an 86' Regal,it originally came with the 3.8L motor, and 3 speed automatic transmission without overdrive. The motor was swapped out around 10 years ago, it now has a 350 from a 71 El Camino. Also it has a Grand National axle, wheels, and hood. The car came with a dyno sheet from earlier this year, saying that horsepower peaked around 290, and torque in the 350 range. I don't know the math behind it, but to me, that much power should move a 3,500 pound car with a good rear diff pretty quickly. It does 0-60 in around 11 seconds, which is close to the stock 305, 0-60 time. But it seems like it is not in the power band most of the time. I think if it truly is the original transmission, then it clearly isn't geared for power, it is geared for economy, and that would explain the sluggish acceleration. If anyone has experience with these transmissions and the limits to their performance, any help is appreciated.

Side note: I bought the car for 900 bucks off an older man, who had owned it for awhile and it needed a bit of work. Mostly a tuneup, and some small bodywork patches. I still haven't decided what I want to do with it, I am thinking of putting some money into it, and putting a new engine/transmission combination into it.
 
I have to agree with you it's pretty slow - lots of things to consider, are you sure it is an 8.5 rear end? verify the rear end ratio - does the engine have a performance cam? What intake and carb? If it's the v-6 converter it's tight.
 
My car has a 300 HP crate motor and even with the torque converter from the original 3.8 engine, TH350 trans and 2.73 gears it is far from sluggish. It really wakes up after 3600 though. Now if I let the trans shift automatically (which I don't) I shifts too soon and could be considered sluggish. I am going to be installing a new torque converter and trans soon that is set up right for my combination. Try manually shifting to see if it feels better.
 
when the car is at operating temperature have you checked the temperature of the catalytic converter?
