At least that works, its 95 degrees here! This is on my '82 Elky, when switched off hi, the blower stops completely. The blower relay is pretty new, possibly the resistor?

Yea it should be the resistor. This happend to me to on my 86 Monte carlo. Would either only work on High or in the middle. I replaced the Resistor and Blower Motor. Problem solved.
Sometimes the resistor block's connectors get cruddy and all they need is a bit of sanding to make good contact and you are back in business. Worst case is you will find a broken coil inside, then it's replacement time.
