Adhesive for fixing inner fenders

I am sure many products work but I used JB Weld PlasticWeld to fill mine and it worked great.
 
^^^^what shoedoos said. That's how I modified the wheelwells on my Cutlass. The bodywork process was quite time consuming, but the results are so worth it! Here are a couple before/after pics....

injectedcutty....love your work, they look fantastic.....and OP, don't be tempted to buy repop inner fenders unless you want a pair of flimsy, half the weight of OEM replacements....
