Assembling Blazer brakes and spindles. Question on o-ring seal placement.

I am putting a set up together for one of my cars. The hubs came with these thick o-rings. I see them in pictures on the GM Parts site. Do they go between the hub and the dust shield OR between the dust shield and the spindle?
