The problem with the self etching primer isn't that they don't have metal in them, or that they're not sturdy - they just aren't made like they used to because of restrictions. It was the acid in the primer which allowed it to bond to the paint. If you're looking for a good base coat and top coat, filler primer is more than enough and it won't be a waste of money. Rust 'cure' or rust fix, encapsulator, ect. - then a good base coat (not etching) is much more effective than any new self etching primer. High build is the best base primer you can buy for the money. If you like to spend more money, a two part epoxy primer is the best base.
 
We use a lot of U-Pol 2K primer...it's about $80 for a 3 litre can with the activator...versus about 200/gal for the DuPont. Actually like it better than the Dupont anyway. Been using it for about 6 years on all the old car stuff and my buddy (1 man shop) uses it on everything...no problems ever with it under PPG, DuPont, or Standox products.
