Now that I think of it, none of my bench seats latched either, but they also didn't have any sort of lever on the back.
I've never seen anything like that... that's what led me to guess they latched... Do you have a picture of them?

The seat backs have an "inertia lock" just like the seat belts. When sudden deceleration is sensed, the latch engages, and the seat back and seat belt is locked. That's why you've never made a panic stop and saw the back of an unoccupied passenger seat folding forward. The metal hook in the pics is an emergency release for a rear seat passenger in case the inertia lock gets jammed in an accident.
