I have a 834 olds cutlass and I would like to install bigger front brakes, maybe install rear disks and put 17 inch wheels...I have NO idea where to begin(I would like to do this on a budget if possible)...any suggestions, sound advice is appreciated

It's fairly easy
Step 1. Take your budget and toss it out the window. It'll cost you.
Step 2a. Check out Kore3, they make all kinds of kits. Probably costs more, but it's a full kit, easy to install.
Step 2b. 2wd blazer spindle swap. Fairly cheap, if you can find decent parts at an auto wrecker. You can run the blazer brakes, or it also opens a door to get the brackets for Corvette brakes and these spindles (this is what I did, and I'm close to the $2k mark for parts, but I did drop spindles, and all new calipers, brackets, bearings, etc.)
Rear disc kits are relatively cheap and easy, I think mine was under 500 bucks, with shipping and everything. (I got a "Right Stuff Detailing" kit)

Look for a set of 17" Camaro or Firebird wheels and tires, 93-02 on Craigslist. They have a deeper backspacing, but the same bolt pattern and lug size. When you find some, I have a set of lugged wheel spacers I am not using that will enable you to bolt these on safely, for cheap. If you go with 17s, you will be limited to 13" rotors, but larger may not add more value. Visit the Kore3 tech pages for details including fitment patterns. And if the car that donates the wheels has disc brakes on the rear axle, grab the axle, too. The hardware swaps with a little trimming of your factory axle ends - think hacksaw, not machining. If you're really lucky, that axle has a Torsen differential and decent gears, which can also be fit to your stock axle with minor effort.
