Black plastic molding from dual jet carb fuel bowl, do I need this, what does it do?

So, I had a stuck needle, which caused a fuel leak, which caused a engine fire, long story short, I ipened up the carb, cleaned it and replace all the components in the kit, but as I found out tonight I left this black plastic peice out, to be honest I put it off to the side and forgot. What does this do? Do I need it? Should I put it back in place, she seems to run fine without it, but don't want to cause a problem later on down the line for something so small and easy to put back in. Your help is greatly appreciated.
 
Float bowl insert or stuffer. Been a while since I've had one apart. "a plastic bowl insert is included to reduce the free volume above the fuel level to prevent fuel loss to the main metering jets during critical vehicle maneuvers"
 
So....... Important or I can live without?

I hope you have done a bit of research in the forum to know to apply some lithium grease to the horn gasket so you can remove the horn without damaging the gasket to put that part in.
