I have some suggestions to clean the rust off:

Naval Jelly (spray bottle) with Shop towels on a roll. Just be sure to not let the stuff sit over 10 minutes to be safe. Spray the wheel, let it sit a minute, then wipe. Get this at any Auto Parts or Hardware store.

SOS or Brillo pads, water, and elbow grease (might need this for the deep down stuff!!). The water will help you from digging into the chrome.

Regardless, after cleaning the rust off, and repainting the recesses black (You worked this hard, may as well go all the way!!!), polish the chrome with Turtle Wax Polishing Compound, and wax the wheels.

I've done 2 coats of wax on a new set of Baby Moons back in the day, and it made all the difference in the world.
 
just about any wheel will rust or corrode pit whatever the finish will never stay perfect and never ever put that rust removing jelly on gold 😳
 
You're gonna have problems finding a pristine set of Rallys without some rust on them. The better they are the more work to keep them nice. I wouldn't put anything course against good chrome...you damage the chrome , leading to more rust. On the other hand, I have brillo'd rusty sections, followed by a good washing and drying, followed by a coat of clear spray, followed by wax. That keeps them nice, but you would want to wash them when theyre dirty, maybe weekly. Keep wax on them.
I have Pontiac wire wheels, same issues, but more trouble because of all the wires.
 
When I got my GP, the front and rear bumpers had a tiny bit of surface rust color to them, as well as some rust dots on my Cragars. There's a product called NEVR DULL. It's a "wadding compound". It's basically a container of cotton looking sh*t, that when you rub over the rust, it gets rid of it on metals. Then just polish over it and it looks great. I've used it on all my chrome and it made a huge difference. I'd try that as well. I'm not saying it'll completely revive a set of beat on wheels, but it
ll be a start.

Also, any older wheel will have some for of rust somewhere. It's old GM. That happens. Over time, unless it was kept in a garage for it's entire life, that'll happen. My GP came with Rally II's. I wanted to refinish them, but for the cost of my refinishing them and getting new tires, I could've had my whole car painted. So I got a good deal on Cragars and called it a day.

Rally IIs can be redone in your garage. The trickiest part is where the two colors meet, but some vendors sell a mask you apply...works good.
