Bumper rust removal tips?

Over the weekend, I noticed that one of my worst nightmares (car-related, anyways) has started coming true. I have a very slight amount of rust starting on my rear bumper. It is a scratch only a few hairs wide, and maybe a millimeter or two in length, but I want to eliminate it as soon as possible. I was thinking of just using something like Naval Jelly on it, then brushing a little clear coat over the exposed steel. Anyone else have any tips on keeping the rust from spreading, while not having to do any major work to the whole bumper?
 
Just keep the chrome clean with some 00 grade steel wool, and a coat of wax every now and then.

Other than that, there isn't much else you can do besides have it replated.
 
My first car, a 1982 Cutlass had chrome bumpers that had a little rust starting to show on them. My Dad told me to get some Turtle Wax Chrome Polish (it comes in a little bottle, about the size of a little bottle of brake fluid and they still sell it). You rub it on and let it sit for a couple of minutes and then buff it off with a rag. I used it religiously on my chrome modular wheels I had on it at the time and of course the bumpers. Worth giving it a shot as its only a couple of dollars and it works for minor surface rust spots.
 
x2 on the chrome polish, use it like you would a wax.

You could also, take some silver paint or something and brush it in the scratch and then steel wool it and then chrome polish it. But, by the sounds of it, the scratch is not too big and the polish alone would work.
