Yes in NY they really don't care about the value of the car after it is 10 years or more old. I know someone that registered a 87 Monte Carlo SS with a sale price of $500, and they didn't bat an eye to that.
Also as long as the title and bill of sale paperwork has the last registered owner (person on the last title) signature, it should be fine. The problem is ensuring the title is authentic and not some photoshop.
The seller is agreeing to meet with me at his house, and show me his personal grand national plus a bunch of parts he has for sale, which puts me more at ease. We will also compare the NJ title on his personal GN against the one he is selling me to try and validate how real it feels. I also asked him to show me his driver's license which he doesn't have a problem with.
