take a old used GOLF 1 /( called Rabbit in the usa ) for about 500 $ . Then take a complete engine 1,9tdi out of a Golf 3 , it has up to 100hp stock for about 1200 $ incl. gearbox and so on. Reprogramm the software for more power , ad a bigger intercooler and exhaust , remove cat.. (possible for up to 160 to 180hp on the wheels.)
Then sell the original gearbox on ebay and buy a gearbox out of a golf 2 diesel for shorter gears for better acceleration.. There should be money left after that...
Take the a/c parts out of a Golf 1 cab for about 150 $ from ebay.
Then throw in some lightwight hoods and maybe doors ( altogehter about 600 on ebay ).
Should be at about 750kg..
With some used slicks it should get into the 13th from what i know some people do over here...
All other parts u need you can get for very small money at a junkjard , because all the older cars were wrecked and the government gave you money for that , when you buy a new car , so parts get very very cheap in the moment...
Or :
Take an old Mini Cooper and spend all the money for a Honda Civic engine ;-)

Love it!!!! I like the way you think. I have actually been searching for a salvageable Mk I Golf GTI for a while now, but no luck in my price range. It's such a great little car that it took them until very recently to make a GTI that was as quick. More powerful maybe, but they were always slower.

I was thinking about this question more on the drive home today. I think I have something that might work...

One of my daily drivers has been a 97 Ford Aspire. It's basically a newer version of a Ford Festiva. What a lot of guys do with the Aspires (Fastspire?) and Festivas is swap in a B6T engine.

Basically it's like a 130 hp turbo 1.6L engine. Stock, the Aspire has a 1.3L, 69 hp engine. I believe you could possibly get into the 13's by doubling the horsepower. I never researched it enough to see exactly how fast these setups are, and I'm not sure if you would have to run an automatic in an Aspire with a B6T. Currently they come with auto's or 5 speeds.

I got my Aspire for $700. A B6T engine would probably be a grand or less depending on if you want to rebuild it or not. Aspires came with A/C, I cringe when I see auto Aspires with A/C. I could only imagine how hard that stock 1.3L has to work.

Just did a quick search, a guy with a festiva that's about 1800 pounds with a B6T swap, G25MR trans. 173 fwhp??? With this guys mods tho, I don't think he would be getting 30 mph, but then again if he turned down the boost and fuel, I'm sure it would be close. check out his speedo and how fast it climbs in this video:

BTW all these donor parts are from Mazda 323 GT cars. Which, btw make for some pretty sweet, low-budget rally cars since they're AWD.
 
I say a Fiero (84-89 i think! owned a 84) With the right power plant maybe a vw diesel with some spray? And or a upgraded turbo. If i remember right my 84 had a gvw of 1500 lbs (correct me if im wrong). Thirteens would be the drop of a hat! And five g's would be doable.
 
anybody ever see the utube videos of a smart car with a ninja motor? that thing must get motorcycle like gas milage and it looked like it had some get up and go too.
 
yeah, but a smart car cant seat 4 when the car only has 2..er 1 seat with the motor sitting shotgun. i still like my saturn sl2 turbo idea. 4 doors, lightweight car. also the old corolla rwd would do a good job, with the right motor setup.

On the VW engine ? No problem , it takes about 6 to 7 liters diesel per 100km , in the city ! It is a turbo engine , so when you do not put the pedal to the metal it runs without or low boost... You can put in a seperate blackbox instead of reprogramming it , which you can switch on and off , so on normal driving it is a standard 100hp engine , but switch on the blackbox ( with the reprogrammed software on it ) you have full power for the quarter mile ;-)
That is the trick !
Standart Civic Type R in the city takes about 8 to 8.5 liters per 100 km... My girl friend had one ! So that engine in a mini , with half the weight , should do it...

30mpg is about 9 liters per 100 km.
