What is this port used for that is on the right tank below the radiator neck?

I'm wanting to say a heater core return line. I have a Liland Global aluminum radiator in my 79 Monte Carlo with it.
 
I had someone ask me if it had a steam port, I said it had this but didn't know what it would be used for.
What application would need to run a heater hose there?
 
Not sure about Gbody. Older pickups used that port. Usually a new radiator comes with a rubber cap and clamp in the hardware bag at the bottom of the box.

It does list some 70's Jimmy, Suburban etc. for applications so that makes sense.

If I remember correct from when I was at Visteon some of the Colonnade (73-77) Oldsmobile Cutlass and Buick models used the this arrangement as well as some Chevy/GMC trucks. They used the same tanks as the later 78-88 A/G body radiators with a different size core.

And after a couple of years, that "chinese rubber" plug looks pretty sketchy.

Anybody have a good replacement for them?
