And after a couple of years, that "chinese rubber" plug looks pretty sketchy.

Anybody have a good replacement for them?

A TIG welder with no sarcasm intended. If you're not going to use it, then take it out of the maintenance loop and fill that damn hole (tell your wife I said to )

I had someone ask me if it had a steam port, I said it had this but didn't know what it would be used for.
What application would need to run a heater hose there?

Steam port is for LS stuff. Since LS stuff doesn't have a thermostat in the top of the engine or an intake crossover the highest coolant spot in an LS is the top of the heads.

Since there are more people putting LS's in G bodies than probably every other engine combined (I bet there are more LS G bodies today than pontiac powered ones) every aftermarket radiator gets a steam port.
