Sheet metal!! If you can't make it yourself, take it to a shop and have them weld it in.

New England Monte Carlo SS has floor pans. They have them listed on eBay and their website. I don't know how low you want to go, but for pre-stamped stuff it's not going to get too cheap. Be careful making making your own, unless you put some beads in the metal. That stuff is their for a reason. Bend a regular sheet of metal, and then try with a piece with beads rolled into it. People have also tried fiberglass mesh and resin to fix rust, but I would advise strongly against it. Not very safe, but maybe it is alright to get you through a little while until it can be repaired right.

I've heard about people using hockey pucks (the official, solid rubber type) for body bushings, especially in 77'-96 B-bodies. I don't know how they compare to the real bushings but they are probably cheaper. Real bushings seem way over priced for all that they are. You'll probably need new bolts too, so make sure you get the right stuff and that they have the appropriate tensile/strength rating.
