OK; when you twist the headlight switch all the way left the dome lights come on right ? Everything from that setting ( hard left with a click for the dome lights ) twisting all the way to the right will adjust the background lighting on your guages from hard to soft lighting via an Armature and a coil built into the switch. If you grab a voltmeter or even a test light check the output wire to see if it's sending any volts to the lights in your cluster.
Sometimes the armature wears out, other times the coil breaks ( I need to replace the one for my car too, I have just been too lazy to swap it out as I don't often drive the Monte at night ).

If you are getting voltage out of the switch to the cluster then it's likely a bad connection where the cluster mounts to the dash.
