Code read help

Need some help please....I have a check engine light on and trying to figure out as to why now I tried with a paper clip to read codes now when I did that nothing happened so need to know how to fix so am able to read the codes so I can smog my car and any suggestions as to why maybe it's on...someone had mentioned a fuse or something.....in dire need of help..thank you.
 
Start simple, check the fuses for the ecm to see if they are any good.

The fuses for the ecm is in the fuse block under the dash.
